UPDATE ON EDUCATION BILLS WITH SUBCOMMITTEE, COMMITTEE OR FLOOR ACTION

In Week Three of the 2018 Session the process of “weeding out” bills in subcommittee and committee (defeat/PBI, strike, or table) has begun. The Senate got a head start on the House and has sent more of its bills to the Floor. With close to 3,000 bills introduced, there is little time to hear more than a few minutes of testimony on each measure, including education bills that range from licensure and dual enrollment to discipline and testing. One major discipline bill to provide flexibility to administrators and reduce referrals to law enforcement passed the Senate; but major discipline bills remain. HB 1600, to reduce the maximum number of days for a long-term suspension from 364 days to 45 days is on the books to be discussed this week. VASSP and all other major education associations strongly oppose this effort to diminish administrative authority in discipline cases.
Licensure bills, aimed at reducing some of the current teacher requirements and add more flexibility for school boards to hire personnel, include reciprocity, provisional licenses, CTE licenses, etc. Most of these bills will be included in two Omnibus bills, one each in the House and the Senate. It is expected that these bills will pass in some form in both houses.
SB 713 to require remediation of certain high school students who “might not” pass the VA Placement Test (community college) narrowly made it out of subcommittee and will be heard in the full Senate Education and Health Committee on Thursday, February 1. VASSP and other education associations strongly oppose this bill. As VASSP board members have noted, high school SOL are not aligned with the community college placement test, among other objections.
